Any new building and any alteration that adds on to or changes the structure of an existing building must have plans submitted to the local authority for approval.
No home build, be that new or changes to an existing structure, will be approved by the local council authority unless the building plans have been submitted by a registered professional with the South African Council for the Architectural Profession (SACAP). SACAP is the regulator of the architectural profession, protecting the public on services received from its registered members.
The National Building Regulations and Building Standards Act commenced in 1985 and prescribe country wide building standards and a uniform law relating to the erection of buildings in the areas of jurisdiction of local authorities.
The Act relies on national standards published by the South African Bureau of Standards (SABS) that provide a code of practice for the application of the NBR. This is know as the SANS 10400 specifications and establishes general requirements for satisfying the National Building Regulations issued in terms of the National Building Regulations and Building Standards Act.
Architectural services are set out as per current SACAP Professional Fees Guideline as published in the Government Gazette and covers 6 work-stages.
